Separate offline capture from shared records
Some workflows keep all working data on one device. Others capture offline and later synchronise with a service. When evaluating a product, test the exact behaviour rather than assuming the word offline describes its entire data model.

Compare the responsibilities
- Record ownership: one person maintaining a list or several editors?
- Connectivity: capture only, or must references and shared data remain available?
- Backup: who creates and checks a recoverable copy?
- Distribution: snapshots by PDF or continuously updated access?
- Corrections: how do later changes reach people holding older information?
An on-device workflow can be practical when one inspector controls the record. A shared service may be necessary when concurrent updates are essential. Evaluate a service's actual features and terms individually rather than assuming every cloud product behaves alike.
Test a realistic handoff
Use one observed item, a contractor response and a later correction. Ask how the person maintaining the list receives the update and how the client knows which version is current. This reveals whether document-based coordination is sufficient.
For example, a solo inspector can retain the project and issue a revised PDF after checking a repair. If three inspectors need to edit the same issue simultaneously, sending snapshots among them is not equivalent to a shared system. Decide whether that limitation matters to the real job.
